Shavkat Mirziyoyev: Modern technologies and quality control are essential in the construction industry

Tashkent, Uzbekistan (UzDaily.uz) – On 19 May, President Shavkat Mirziyoyev reviewed a presentation on the current state and priority development areas of the construction materials industry.

With a growing population and accelerating urbanization, the demand for high-quality construction materials continues to rise each year. In response to this challenge, the industry itself is actively developing: currently, around 10,000 specialized enterprises operate in Uzbekistan, and numerous projects are being implemented.

In just the first quarter of this year, the volume of construction materials produced increased by 8%, and exports grew by 11%. As part of the investment program, nine major projects with a total value of US$500 million have been launched. Additionally, Uzbekistan’s trade houses have begun operations in Dushanbe, Kabul, and Philadelphia.

Nevertheless, many tasks still lie ahead. By the end of 2025, the government plans to implement 312 new projects worth a total of US$2.4 billion, create 16,000 high-paying jobs, increase annual production to 53 trillion soums, and raise exports to US$1.2 billion.

During the presentation, responsible officials reported to the President on the measures being taken to achieve these goals. President Mirziyoyev emphasized that the key issues for the sector remain improving product quality, reducing production costs, and fostering a modern construction culture. He instructed officials to implement advanced technologies, strengthen the competitive position of domestic producers, and maximize the use of locally produced materials in construction projects within the country.

Special attention was given to the role of science and innovation. With support from international specialists, including an invited expert from Germany, a research and development (R&D) center has been established to focus on applied solutions.

One such solution is the introduction of rollable concrete coating technology for irrigation canals and ditches. According to estimates, this innovation could reduce concreting costs by 10% and water loss by 3–5%.

The President also stressed the importance of promoting high value-added products in both domestic and international markets. He highlighted the need for a scientific approach and the analysis of geological resources. It is also necessary to examine knowledge-intensive and resource-demanding areas in the sector to introduce effective innovative solutions.

An example of this is the energy audit conducted at major enterprises last year. According to its findings, there is potential to save up to 300 million kilowatt-hours of electricity, confirming the feasibility of upgrading technological lines and optimizing production processes.

One of the new measures to ensure transparency and quality control will be the creation of an electronic registry of construction material manufacturers on the "Shaffof Qurilish" (Transparent Construction) platform. This system will enable monitoring of product quality and compliance with technological standards.
